Libbie, I just figured if Frank used a word that isn't in Webster's he might've picked it up from one of our English friends...and you've been the most consistent provider of interesting new vocabulary among the comments here (in response to DJP in particular).
"woggly" is "wobbly" with your mouth full of marbles.
